The Department of Culture and Heritage of the Cabildo de Gran Canaria (Island Council of Gran Canaria) is inviting entries for the twelfth edition of its biennial event XII CANARIASMEDIAFEST - Gran Canaria International Festival Of Arts And Digital Cultures, to be held in Las Palmas de Gran Canaria from 31st october to 4th november 2006. The competition will be organised in accordance with the following.


RULES


ARTICLE 1. PARTICIPATION

Creators (individuals or groups) of any nationality may participate in the event, without prejudice to the special prizes for Canary Islands authors established in article 6. Participation is restricted to works produced after 1st January 2005.

Authors are responsible for the copyright of their works. The Festival Organisation presumes that individuals or groups entering works hold the exhibition rights for the works they present. Notwithstanding, the Festival Organisation will not assume any liability that may arise from the infringement of the terms of this paragraph. Films will not be accepted, except in the case of documentaries and animation films produced for subsequent video distribution, although film extracts forming part of other works will be permitted.

ARTICLE 2. CATEGORIES

There are seven international categories:

1) Video art; 2) Digital art for multimedia or Internet; 3) Experimental or artistic documentary; 4) 2D or 3D Animation; 5) Produced multimedia, multi-channel or performance installation; 6) New audiovisual creation formats for mobile platforms; 7) Media art projects for young creators under 30. In addition, for creators in the Canary Islands only, prizes will be awarded in the categories of Advertisements and Music Videos.

Video art will be considered any mono-channel work with contents specifically related to research and/or experimentation on the audiovisual media and their possibilities, with a criterion of artistic expression. The work must have no other purpose or intended use, must not consist entirely of computer animation, and must have a structure which differentiates it from other categories.

Digital art for multimedia or Internet includes a variety of formats such as multimedia art on CD-ROM or DVD (format which functions without Internet connection - off-line); and net art, also defined as web art; net-work; online non-linear video; telematic art. This variety of terms defines works whose principle characteristics mean they are accessible through Internet, they are produced and designed for the telematic medium (net-based art) and they include interactive or hypertextual resources.


Experimental or artistic documentary is understood as any audiovisual work which, without using fiction as an end in itself, serves as an instrument for analysing reality, or investigates historical interpretation or the creative treatment of current events. This category includes productions on art, ecology, literature, travel and exploration, anthropology, technology and science and so on.

Animation includes works made specifically through computer animation in 2D or 3D, or presented primarily in electronically produced virtual spaces, as well as works made by using traditional animation techniques.

Produced multimedia, multi-channel or performance installation includes expanded or hybrid formats which occupy a specific physical space or which take place in a specific space (site-specific), bringing about the experience of time and the process, as well as the presence, participation or interaction of the audience or the artist. These formats use electronic and/or digital technologies (audiovisual, computerised, telematic), as in the case of interactive installations (based on technical interfaces which allow dialogic relations to be established between the audience and the work or system); multi-channel audiovisual installations; closed circuit installations, and so on. Mono-channel video projection works or projects for installations which have not been completely produced will not be accepted.

New audiovisual creation formats for mobile platforms includes online video works that must be accessible via mobile phone. The format must take into account the particular nature of language for mobile telephone screens and their technical requirements, which means the works must be conceived and produced for this medium. Media art projects for young creators under 30. This category aims to support production of young artists' projects that are fully defined but not yet implemented, in the field of contemporary artistic creation, using electronic and/or digital technologies (audiovisual, computerised, telematic).


ARTICLE 3. PRESENTATION AND FORMATS

A maximum of two (2) works will be permitted per contestant for each category. Audiovisual works must be no longer than thirty-five minutes (35'), although the Festival Organisation may consider longer works, as an exception, provided that the author also sends a demo of a maximum of five minutes (5'). In the Canary Islands section, music videos must be no longer than five minutes (5') and advertisements must be no longer than forty-five seconds (45'').

Language: in the case of works where a language other than Spanish or English is used, subtitles in at least one of these languages must be included.


Presentation formats will be as follows:

3.A) Video art, Animation and Audiovisual Works in general: VHS (Pal and NTSC) or DVDVideo (PAL or NTSC, zone 2) in Preview format (these formats will not be returned). Works selected must be sent no later than 10 days from the time of notification of selection, in Mini DV or DVCAM format. In the case of documentaries, a dialogue list or literary script in Spanish or English must be included.

3.B) Digital art for multimedia or Internet: CD-ROM or DVD (PC or MAC); online works must be viewable in Internet. In the case of works for Internet selected, authors must send a demo in video format on CD-ROM (DVD-quality files) or DVD (PC or MAC) no later than 10 days from the time of notification of selection, providing information on the essential features relating to the browsing, functionality and aesthetics of the work. A link to the works selected will be set up from the Festival website.

3.C) Produced multimedia, multi-channel or performance installation: Printed report and a demo or model of the work in DVDVideo (zone 2) providing visual information on the aesthetics, assembly and general functioning of the installation. The report must include at least the following information: Title; Author(s); Synopsis; Detailed description; Conceptual report; Technical report and technical and site assembly requirements; Assembly instructions and diagram of technical installations; Browse diagram (where included); Credits. The language used must be Spanish or English. The Festival Organisation will give special consideration to reports written in both Spanish and English.

3.D) New audiovisual creation formats for mobile platforms: compressed video in 3GP or Real Video format, recorded on a CD-ROM (PC or MAC), to be sent with the registration form. Recommendations: maximum size of 300 K or 30 seconds. Works selected will also be accessible on Internet. (More info at www.canariasmediafest.org/muestramoviles)

3.E) Media art project for young creators under 30. A printed report must be presented, as well as a demo or model of the work on CD-ROM, DVDVideo (PAL or NTSC, zone 2), Mini DV or DVCAM, providing visual information on the aesthetics of the work. The report must include at least the following information: Title; Author(s); Final format; Synopsis; Detailed description; Conceptual report; Technical report and technical requirements; requirements in relation to infrastructure and production materials; Script; Browse diagram (where included); Planning and time frame for production; Credits. The language used must be Spanish or English. The Festival Organisation will give special consideration to reports written in both Spanish and English.


ARTICLE. 4 CLOSING DATE AND POSTAGE

The deadline for acceptance of works will be 2.00 pm on 28th july 2006.

Works may be delivered in person or sent by registered mail (for ease of sending we recommend sending works as a letter/document). The date of presentation will be accepted as the date of the postmark.

Authors or production companies wishing to present their work for selection are required to register online. On doing so they will receive a registration number which must be included on the Entry Form once it has been filled in and signed. This form must be included with the work, and sent with a) two photographs of the work (jpeg format, between 640X480 and 1280 X 1024 pixels); b) in the case of documentaries, a dialogue list or literary script in Spanish or English; c) Press cuttings where applicable. Postage and transport expenses for works presented will be met by participants. Works in Mini DV or DVCAM format which are not awarded a prize will be returned when the Festival ends provided that the author has expressly requested their return. Works which remain unclaimed three months after the end of the event will be held in the Centre's Audiovisual Library. The Festival Organisation will not be responsible for returning works in Preview format or printed projects or reports, although authors may collect these from the festival headquarters.

Authors will be informed of the works selected after september 12th.

The list of selected works may also be viewed in Internet after this date.

The works and documentation mentioned in the present Article may be delivered in person to the general register of the Cabildo de Gran Canaria, before the closing date previously indicated, during the hours 8.30 am to 2.00 pm, from Monday to Friday, or on Thursdays from 5.00 pm to 7.00 pm, or Saturdays from 9.00 am to 12.00 noon, except in july, august and september, when the hours will be from 8.30 am to 1.00 pm, at the following address:

They may also be sent by mail to this address, in accordance with the provisions of Section 38.4 of the Law 30/92 on the Legal Regime of Public Administrations and Common Administrative Procedure.

Works from countries outside of the European Union must be sent with a clearly visible declaration written on or attached to the package stating: "No commercial value For cultural purposes only - Temporary import for festival. Value = Euros 0€.

The Festival Organisation will take due care of the works presented but cannot be held responsible for any damage or loss during postage.

ARTICLE. 5. SELECTION AND JURY

A Selection Committee, appointed by the Cabildo de Gran Canaria, will be responsible for undertaking a preliminary selection from all the works received. The works selected will be included in the Festival catalogue and will therefore be eligible to enter for the prizes to be awarded by the Jury.

The Jury, appointed by the Cabildo de Gran Canaria and made up of recognised experts in the respective fields, will be responsible for awarding all prizes, and their decision will be final. The names of the members of the Jury will be published on the Festival website, as well as the decision on the prizes once the awards have been made.

ARTICLE 6. PRIZES

Prizes are as follows:

· One (1) prize consisting of a trophy and four thousand euros (4,000€) in cash for each of the following international categories:

- Video art
- Digital art for multimedia or Internet
- Experimental or artistic documentary
- 2D or 3D Animation
- Produced multimedia, multi-channel or performance installation
- New audio-visual creation formats for mobile platforms

· One (1) prize consisting of one thousand five hundred euros (1,500€) and travel and accommodation expenses for one person for a maximum of one month for the purposes of producing the winning project in the Centro Gran Canaria Espacio Digital in 2007 for the following


international category:

- Media art projects for young creators under 30

· One (1) special prize, consisting of a trophy and two thousand euros (2,000Û) in cash for each of the best Canary Islands authors in the following categories:

- Documentary
- Video art
- Animation

· One (1) prize consisting of a trophy for the production company located in the Canary Islands with the best Music Video produced in the Islands.

· One (1) prize consisting of a trophy for the best Advertisement made by production companies or advertising agents located in the Canary Islands.

Authors whose works are selected for competition will be given a travel grant of 200€ as an incentive to attend the Festival. All the works selected will be listed in a catalogue.

The aforementioned prizes will be subject to the corresponding tax withholdings.

No entry may be awarded more than one prize. Prizes may only be shared between a maximum of two works in each category; in this case the decision of the Jury will be clearly stated. The Jury may also award special mentions to other works presented, with no economic retribution, and may also declare that there is no winner for any or all of the prizes.

ARTICLE 7. CIRCULATION OF WORKS

The Festival Organisation guarantees that the works presented will not be copied or circulated except in accordance with the terms stated by the author on the Entry Form. A bilingual catalogue will be produced listing the works selected, in Spanish and English, and will be given maximum circulation. A catalogue will be sent to authors of the works selected. All the works selected, except for installations and projects, will be shown in public during the festival. Prizewinning authors will be required to provide a copy of their works to the Department of Culture and Heritage of the Cabildo de Gran Canaria for their Audiovisual Library. These works may be used at limited screenings, at exhibitions organised by the Cabildo de Gran Canaria at the Centro Gran Canaria Espacio Digital, and at screenings of prizewinners' work, with no economic retribution.


ARTICLE 8. ACCEPTANCE OF THE RULES

Presentation of a work implies the acceptance of these rules, as well as the decisions of the Festival Organisation, the Selection Committee and the Jury. Any matter not covered in these rules will be dealt with by the Festival Organisers. For general information contact:
